JRT doesn't like other dogs

Our female 6 year old Jack Russell Terrier is normally fine with people. We live in an area that has off lease time for the dogs. If another dog approaches her, she'll often snap at the other dog, even a puppy. If she is charged, even by a dog who is being curious or playful, she'll attack. Once a pit bull did exactly this and got the better of her before we could intervene. We've taken to putting her on the lease if we approach a loose dog. She was taken from her litter at five weeks and we figure this was too soon and she can't relate to her own as a result.
We've had one bloody puppy ear and can't blame the pit bull for fighting back, that's what they're designed for. They didn't start the fight. Any suggestions on how to reign in this behavior before we get sued or our dog gets chewed?
