Aggressive deaf rescue.

We have a rescue dog. She is just under two years old and deaf. She has huge aggression issues towards our other rescue we got before her. She has gooddays where she’s sweet and gets along well with the other dog, but other days she starts fights and is just a problem. We got her into training and that just seemed to minimize it slightly. Is there any ideas on what could be causing it? We’ve had her since 2 months old.
