Aggressive Maltese shitzu

I have a now 7 yr old Maltese x shitzu, Leela. At a younger age she was very social and played well with other dogs. I went over seas for 4months, 6yrs ago and she was left at my parents place with our family male dog(desexed)who was 12y/o at the time. My parents did not really walk them during that time. After I came home everything was fine for a few months and then one day she attacked him Very badly out of nowhere when I was outside not paying attention to either dog. She caused him a fair few puncture wounds and had him by the throat. She also came out with a couple but he was worse with also having to stay overnight at the vet to drain fluid out of his throat from the attack. After then we kept them seperate as our yard is split in two by a secure fence. They would howl for days on end and eventually dug a hole to get to each other and would not fight. We would again try to keep them separate but they eventually got through every time. They had a few tifs after that but not as serious, even when no one was outside. After then whenever I took Leela for a walk she would be lunging and extremely aggressive to any dog that passed, so I avoided walking her when I knew others would be out at the same time. The male is now 18yo and quite blind and deaf. They have not fought in at least 2 years but she is still aggressive to other dogs. Is it too late? Is there any hope for her or is she never going to be okay with other dogs?

Employ the "Nothing In Life Is Free" approach, so that your dog starts to view you as the "pack leader." If your dog doesn't see you as the leader, then your corrections will be meaningless. So, if you're doing subtle things (inadvertently) to undermine your leadership role around the house-- it will be counter-productive.
