aggressive Border Collie

We got Loki when he was just over 2 months old and he's shown some signs of trying to dominate my preteen daughter (he was fine with my 2 teenage daughters) but nipped that in the bud and in general he's well-behaved, HOWEVER, the exception is with young boys. I'm positive that it not fear aggression but dominance aggression and last night he actually bit a the wrist of a young boy who I was with in our backyard. We have also noticed that he has the same attitude with elderly men. With other adult men he has displayed some aggressive behavior as though he is testing them, but he has so far always backed down. We will be re-starting obedience training with him, however any suggestions are much appreciated.

I forgot to mention that Loki is now close to 2 yrs. old and the issue has started to be a concern as we don't trust him around any stranger and have started to notice other dominance behavior.
