She is only about 2 pounds and four months but gets very hyper and wants to always be on my lap but gets nippy and mean even growling at me. I tell her no but that seems to make her do it more. I try giving her toys and plenty of attention but wind up putting her in her cage which then she stays and often falls asleep. What am I doing wrong?

Employ the "Nothing In Life Is Free" approach, so that your dog starts to view you as the "pack leader." If your dog doesn't see you as the leader, then your corrections will be meaningless. So, if you're doing subtle things (inadvertently) to undermine your leadership role around the house-- it will be counter-productive.
